I've never changed the steering wheel before but this post and the videos may/may not be of help:

Hard to understand from your description but I assume your steering lock has operated with your wheel off and shaft shot down. You can get the shaft back up by using a long bolt (m10 I think) with nut and washer. Place your wheel roughly in place, wind the nut up the bolt close to the head and then put flat washer on, now guide the bolt through the wheel and screw the bolt into the shaft, once enough thread is in the shaft wind the nut down the bolt and tighten with spanner, this will pull shaft back into wheel and should lock into position with steering lock on. You can then unscrew the bolt and put the original bolt back in and fully tighten.
